As the President of CDB, a pivotal regional development finance institution, he has directed macroeconomic and financial policy support across diverse regions, including Africa, the Middle East, Central Asia, and the Caribbean.
Dr. Leon’s impactful journey includes a notable tenure at the International Monetary Fund (IMF) for over 24 years. His expertise extends to roles such as Mission Chief in parts of Africa, The Bahamas, and several Gulf States, as well as Senior Resident Representative in Jamaica and Nigeria. His extensive contributions have further encompassed the role of Director of Research at the Central Bank of Barbados and Country Economist at CDB.
A scholar of remarkable distinction, Dr. Leon earned his PhD in Economics from the University of Southampton in the United Kingdom (UK) and holds a Bachelor of Science Degree (B.Sc.) in Economics from the University of London.
